December 5, 1994: Ukraine gave up the world’s third-largest nuclear arsenal in exchange for security assurances from the US, UK, and Russia. The Budapest Memorandum promised to “respect the independence and sovereignty and the existing borders of Ukraine” and “refrain from the threat or use of force.”
